The entry tier, found only in the constellation's staging system (up to five up at once): Distress Beacon, Forward Reconnaissance Outpost, Propaganda Cluster, plus Nation Industrial Proxies embedded in the system's asteroid belts. Payout goes to the top contributors whether fleeted or not, and no Sansha NPC here carries a warp disruptor — you can always leave. Shunned by the incursion communities for a reason: heavy tank/neut/jam NPCs for less pay than a vanguard.
