Black Hole in a C4 B Community-corroborated
Black Holes are systems for enthusiasts of high-speed, long-ranged missile ships. These systems feature an enormous bonus to ship velocity, missile velocity, and targeting range, and a further penalty to Stasis Webifier strength, making it difficult to hold down a speeding enemy even if you can catch them. However, they also greatly increase the inertia of ships in them, making it much slower to accelerate, change course, or align to warp.

The C4 column is the one that applies here. Effect ladders stated identically by two independent sources: the EVE University wiki (rev 230274), which cites CCP's Hyperion dev blog for the August 2014 rebalance that set these numbers, and the anoik.is dataset. 32 of 33 rows agree. One further row (Vorton Projectors Explosion Velocity) is stated by only one of the two sources and is left out rather than shown unconfirmed.
What spawns in a C4
The quiet class. C4s connect to other wormholes and almost never to known space, so nothing casually stumbles through - safer to live in, and slower to move anything in or out of.
